Bahrain Opposition Parties Initiative towards Taking Serious Steps to Create a Suitable Environment for the Second Round of National Dialogue

This Initiative is based on the belief in the necessity of defining a radical solution to the political constitutional crisis ravaging the country for more than a decade, the worsening living conditions of Bahraini people as a result of the absence of an overall human development strategy, the persistence of financial and administrative corruption as well as the decline of the administrative performance of the state’s institutions.

 

This initiative also builds on the letter sent by the National Democratic Opposition Parties to His Excellency the Minister of Justice, Islamic Affairs and Endowments, in which has been identified our overall vision of the nature of the National Dialogue, its principles, mechanics and agendas.

 

It is to welcome the sincere national calls for entering a second round of the National Dialogue on universal grounds reflective of the desire of the components of the Bahraini people and their political and social forces to live in freedom, dignity and in respect for human rights in accordance with the International Bill of Human Rights.

 

It comes after about 25 sessions of the first round of the National Dialogue followed by mediocre results that do not meet the expectations of the proud Bahraini people.

 

It comes following the dangerous security and political deterioration our country suffers from during and after the first round of the Dialogue, resulting in gross human rights violations and a decline in civil peace and social stability.

 

It is an initiative to help save our country from the devastating results of the regional situation with its sharp polarizations and conflicts, which may further deteriorate the situation locally by pulling it towards polarities that neither serve our country nor decrease foreign interference in our internal affairs.

 

As we approach the commencement of its second round, the National Democratic Opposition Parties exhaustively discussed the Dialogue and all issues related to its existing condition and course, stressing on the need to adhere to the principles of the Dialogue as a civil and strategic option, and sincerely approach its declared provisions and principles to move our country away from artificial political pressures and alignments and towards meeting our national responsibility towards our people for the good of the present and the future.

 

Out of this unified national sense, the National Democratic Opposition Parties present the following initiative based on the below items and documents related to the crisis, as well as a route towards a solution for the success of the second round of the National Dialogue:

 

1. Stopping media incitement and starting to build the bridges of trust between different parties so as to promote national unity, as well as opening media channels to all political and societal forces without discrimination or exclusion.

 

2. The release of prisoners of conscience, according to the terms identified by the Bahrain Independent Commission of Inquiry (BICI) Report.

 

3. Creating the required process of security detente by soothing the domestic arena and stopping abuse, arrests and raids carried out by the security forces, as well as the condemnation of violence and counter-violence regardless of its source.

 

4. The insistence on the presence of a media device for the parties engaged in Dialogue.

 

5. The implementation of the commitments made by the government in front of the international community, on top of which the implementation of the Bahrain Independent Commission of Inquiry recommendations and World Council of Human Rights recommendations.

 

6. End of the frenzied pursuit to split society on social, sectarian and tribal basis, and the end of the persisting policy of discrimination between citizens.
